Find out how the digital maturity framework compares to other assessments and development processes

Plenty of frameworks, assessments and development processes are available in the IFRC network, each with a different scope and purpose. This blog is to help you decide if the digital maturity framework, is a good fit to your National Societies’ needs, in comparison to other National Societies’ capacity assessments and development processes.

How does the digital maturity model compare to the scope and topics of the data readiness framework, Organisational Capacity Assessment and Certification (OCAC), Branch Organizational Capacity Assessment (BOCA) and Preparedness for Effective Response (PER)?

Assessment / Development process Scope Main topics What does that mean for my National Society (NS)? How does it differ from the Digital Maturity Model? How have other NS used it?

Digital maturity model

Digital transformation
  • People
  • Process
  • Technology
It can help my NS navigate our digital transformation journey. We can find out where we are and where we could go. n/a Assessment story from the Ivory Coast
Data readiness Data management
  • Data literacy
  • Data preparedness
  • Decision making
It can help my NS understand where there are gaps in our data flow. It can help ensure that our projects are data-driven and prepared for data needs. Can be seen as a deep-dive; advised to use when the NS scores low on the technical side of the maturity model, the next step is to review the data management cycle.
OCAC General organizational assessment

Covers all areas of what makes a strong NS, grouped into different capacities:

  • exist
  • organise
  • relate to others and mobilize resources
  • adapt and grow
It can help my NS identify main strengths, limitations and challenges in relation to a wide range of organizational capacities Broad assessment covers many areas, including data and digital indicators, but only at a high level. Case study of Georgian RC.
BOCA Branch organizational assessment Covers all areas of what makes a strong branch, grouped into different capacities. It can help my branch identify its overall strengths and weaknesses and draft a development plan Broad assessment, data and digital being assessed as part of specific elements (financial management, volunteering, logistics etc.) The BOCA Facebook group page, where NS/branches post their experience.
PER Emergency preparedness & response
  • Policy, Strategy and Standards
  • Analysis & planning
  • Operational capacity
  • Coordination
  • Operation support
  • adapt and grow
It can help my NS identify their capacities to deliver relevant, timely and quality services in times of emergency considering all hazards (natural, biological, technological, among others) Data and digital are reflected in some categories of the PER (e.g. in Emergency Needs Assessment; IM; Hazard, Context and Risk Analysis, Monitoring and Early Warning; Beneficiary Selection; Operations Monitoring, Evaluation, Reporting and Learning), but are not the main thematic focus of the PER Find case study here.

If my National Society has already worked with the Data Readiness framework, why would we use the digital maturity model?

National Society who have already worked with the Data Readiness framework, are advised to work with the digital maturity model if they wish to address the broader ecosystem of data and digital within their National Society; and when they have the ambition to work on a digital transformation strategy.

If my National Society has already worked with the digital maturity model, why would we use the data readiness framework?

NS who have already worked with the digital maturity model, are advised to work with the data readiness framework if the digital maturity model identified a need to revise the NS’ data management cycle. The NS can use the data readiness framework to understand what data management entails and how data can help them to strengthen their preparedness for disaster response.

If my National Society has already done OCAC or PER, why would I use the data readiness framework?

The data readiness framework can be applied if the OCAC or PER defined a need or opportunity to strengthen their capabilities across programs and departments with data and digital.
